Stephen Watson is considered a disgrace to the Greater Manchester Police, being central to the Rochdale Grooming Gang Scandal that stunned the nation. Upon becoming the Chief Constable for Greater Manchester Police, he made numerous promises of change, yet people are still waiting for those changes to occur.


Every day, the number of victims, deaths, and suicides increases due to the actions of this corrupt cop who takes pleasure in seeing families suffer while he earns his paycheck for a job he is unfit to perform. He neglects the needs of the people of Greater Manchester, failing to serve and protect those who depend on the police.


Stephen Watson has personally mistreated and targeted vulnerable adults with disabilities and health conditions, while also supporting other corrupt police officers under his command who neglect to report the unwarranted use of handcuffs by failing to complete the necessary forms indicating that handcuffs were used.


Permitting police officers to forcibly enter the homes of vulnerable individuals under false pretences. The Police Reform Act 2002 makes a chief constable responsible for the actions of their officers in accordance with legislation and legal frameworks.


Mr. Watson has neglected and declined to conduct any disciplinary hearings for two police officers under his supervision, PC Connor Light (17643) and PC Louis Chadwick (17503). These officers, who remain on frontline duty and pose a risk to the public, verbally abused and unlawfully detained a vulnerable victim from 2020 to 2023, leading to a court case.


During the court case, Police Solicitor Sophie Ross-Jones declared she would defend the entire case with "no evidence" during the hearing, which extended over three years due to the Covid-19 pandemic. Stephen Watson engaged Barrister Andrew Pickin from the KWB Chambers to represent his officers. He requested a 15-minute telephone hearing to resolve the case and sought to have it dismissed from court.


The victim was a Litigant in Person, The judge reprimanded the barrister for not adhering to the equal treatment bench-book and subsequently granted the victim a trial. This trial aimed to examine the evidence to determine whether the case should be dismissed or proceed to a hearing. During the trial, the judge reviewed video footage presented by the victim and found PC Connor Light (17643) guilty of false imprisonment, thus granting the victim a full public hearing.

During the hearing on 24th June 2023, Mr. Watson appointed a new barrister to represent his officer, as Mr. Andrew Pickin was not succeeding in the case for Greater Manchester Police. Mr. Alexander Williams from Oriel Chambers was chosen.

At the hearing, a different judge, HHJ James Hassall, took over the case. He neither reviewed nor considered any evidence presented by the victim. Instead, he permitted Mr. Williams to submit late evidence, which was a printout of the victim's personal website, claiming it demonstrated no financial loss. Mr Williams then proceeded to discuss the victim's pet dog, which had recently passed away in 2022, the hearing took place in 2023.


The judge ruled in favour of Greater Manchester Police and ordered the victim to pay Mr. Watson nearly £7,000 in costs. After issuing the order, the judge unexpectedly left the courtroom without any notice, leaving the court clerk stunned.


When the victim declined to pay the specified amount, Mr. Watson directed High Court bailiffs with a writ of control to further target and pressure the victim into making the payment. The victim denied them entry, after which he was notified that a CCJ had been issued against him, causing additional emotional distress as a result of Mr. Watson and his officers' actions.


Mr. Watson's mistreatment of this victim continues. On May 21, 2024, Mr. Watson directed officers to visit the victim's home, but there was no response. Consequently, on May 22, around 3:43 a.m., officers returned to the victim's residence. As shown in video footage provided by the victim, the officers woke the victim in the early hours. The door was opened with the security chain still attached, and the officers can be heard insisting that the victim open the door because they wanted to discuss an incident he had reported.


However, when the victim declined to open the door, claiming he hadn't reported any incidents, an officer kicked the door open. This action caused the door to hit the victim on the head, making him fall backward onto his stairs. Video footage shows the victim experiencing a cardiac episode, likely a severe panic attack, due to his serious heart condition, for which he had previously undergone open-heart surgery.


The officers displayed no remorse or empathy, repeatedly stating that the victim was fine and had been fine five minutes earlier. They showed no concern for his wellbeing, did not call for an ambulance, and instead continued to stand over the victim as he suffered during a cardiac episode. A female officer placed handcuffs on the victim, and it was later discovered under a subject access request that this officer failed to report the use of handcuffs, which was unwarranted. None of the officers mentioned in this article have faced any action, and during two IOPC complaints reviewed by Greater Manchester Police, it was stated that the officers acted reasonably.


Unfortunately, as this incident is currently under the management of a legal team representing the victims, we cannot discuss it further. However, this situation highlights Mr. Watson's tendency to exploit vulnerable individuals and demonstrates the extent to which he is willing to go to inflict harm, and possibly worse.


The corrupt Chief Constable is shameful and ought to face disciplinary action and be removed from his role. Mr. Watson does not deserve a Knighthood; rather, he should have a criminal record for his abuse against vulnerable victims.
